In February 2007, the Department of Trade and Industry (the DTI) released the gazetted codes and scorecard for SMME's (Small, Micro, and Medium Enterprises). SMME's were categorized into two areas based on annual turnover figures.
- Those with turnovers of between R5 million and R35 million, termed Qualifying Small Enterprises (QSE's), are required to complete an easier version of the Generic Scorecard, with the option to selecting any four (25 points each) of the seven elements.
- Entities with annual turnovers of less than R5 million, termed Exempt Micro Enterprises (EME's), are not required to complete a scorecard and receive automatic Level Four status. As previously pointed out, a QSE can select any four of the above seven elements to develop its scorecard, i.e. 4 x 25 = 100. Should a QSE elect to complete all seven elements, the four best element scores will make up the scorecard.
